The client was considering investing in a project to construct a 15 million gallon per year Biofuels project. Before making an investment, Harris Group reviewed the proposed approach for project management, engineering and construction, cost basis and control, as well as, EPC and similar contract provisions, and regulatory aspects of the project to allow the financiers to appropriately evaluate the viability of the project.
We visited the site monthly during construction to report on status of the budget and schedule for the investors.
Harris Group provided Independent Engineering review to support the finance of the project through the use of a combination of project debt and project equity supported by USDA, DOE and DOD Grants.

Phase one of the project, Pre-Financial Close included site review, review of the engineering, procurement, construction and O&M plans. Harris Group reviewed project agreements, environmental site and permit reviews as well as Pro Forma Financial Model Assessment review. A report was created to help identify any areas of risk that were discovered during phase one.
During phase two, construction monitoring, Harris Group monitored and reviewed the performance of the EPC contractor for compliance with the EPC contract and alerted the lenders to any concerns. Construction progress of each project was provided on a monthly basis.
